Optimal Climate Policy with Heterogeneous Agents

Abstract

The impacts of climate change and the costs of mitigation fall on individuals across different socioeconomic groups and on countries at various stages of development. In a sequence of papers, we compute optimal climate policy in integrated assessment models that take this heterogeneity seriously. Across countries the different capacities imply different mitigation rates, carbon prices, and decarbonization dates. Within countries investigate the importance of the perceived regressive nature of carbon prices on poverty and social welfare and compute the implications of progressive distribution of revenues within countries to alleviate such concerns.
